Terms of Use

These terms govern your use of the Perfect Scale website (perfect-scale.co.uk) and of the content we publish on it, including the borough dashboards, the research articles and the London Small Sites Planning Dataset. By accessing the site you agree to these terms.

1. Public Content (the Dataset, Dashboards and Research)

Pages under /evidence/small-sites/ and /research/ are free to view. They show aggregated statistics on small site planning activity in each London borough, drawn from publicly available planning data. This content is provided on an as-is basis for general reference.

You may link to the dashboard pages, reference headline figures in your own work with attribution to Perfect Scale, and share them with colleagues and clients. You may not:

• Scrape, bulk-download, or systematically extract the underlying data
• Reproduce substantial portions of the content (charts, copy, or tables) in any publication, platform, or product
• Frame or embed the pages in a way that implies ownership or endorsement by a third party
• Use the content to build, train, or benchmark a competing product or service

The public dashboards are for general reference only. They are not planning advice, and figures change as the dataset is refreshed each quarter. They describe decisions that have already been made; they do not predict the outcome of any future application, and no such prediction should be inferred from them.

2. Funded and Commissioned Research

Everything published on this site, meaning the dataset, the borough dashboards, the research and the method, is free to view under the terms in Section 1. There is no paywall and no sign-up, and nothing on this website is an offer to sell. The website does not operate a checkout.

Perfect Scale accepts funding for research, and undertakes commissioned research. Any such work is governed by a separate written agreement made before the work begins, and those terms take precedence over these in the event of any conflict. An enquiry made through this site is an invitation to discuss a question and its scope; it creates no contract and no obligation on either side.

Four conditions apply to any funded or commissioned work, and they are terms of the engagement rather than statements of intent:

• Funding buys the question, not the finding. No funder, client or other party may specify, approve or veto a result.
• The method is agreed in writing before the work begins and does not change once results are visible. Where the work uses the London Small Sites Planning Dataset, it is the same method applied in every borough.
• The limits of the evidence are reported with the result, including where the evidence cannot support the proposition the work set out to test. Where it does not, that is the finding, and it is delivered as agreed.
• The funder and any other relevant interest are disclosed on the work they touch.

Commissioned output is research. Like the public content, it is not planning advice, legal advice or financial advice, and it does not predict the outcome of any future application. Section 4 applies to it, subject to the liability terms of the written agreement for that engagement.

The Red Line Review, previously offered as an independent planning second opinion on a nominated London small site, was withdrawn on 16 August 2026. It has not been reinstated and is not available to commission.

Purchases made before 16 August 2026. Where you purchased a product from us before that date, the terms in force at the time of your purchase continue to apply to that product and to any deliverable you received, including the licence granted to you, the restrictions on redistribution and resale, and the limitation of liability then in force. Withdrawal of the product does not extend, reduce or otherwise alter those terms. If you need a copy of the terms that applied to your purchase, write to us and we will provide them.

3. Data Sources and Accuracy

The dashboards, the research and the underlying dataset are built from publicly available planning and market data, including the Greater London Authority (GLA) Planning Datahub, London borough planning portals, HM Land Registry price-paid data, and other public sources. We code, clean, and classify this data using our own pipeline, which introduces the possibility of occasional errors.

Figures on this site are point-in-time snapshots. Planning decisions continue to be registered and determined after publication, and classifications may be revised in subsequent refreshes.

4. Limitation of Liability

Our content is an analytical tool. It is provided for informational purposes only and does not constitute planning advice, legal advice, financial advice, or a guarantee of any planning or commercial outcome. It is descriptive of decisions already taken and is not a prediction of any future decision.

We accept no liability for:

• Any planning decision, whether approval, refusal, or any conditions attached
• Any financial loss arising from reliance on any content on this site, including land acquisition decisions, scheme design, bidding, policy decisions, or planning application outcomes
• The accuracy of underlying data sourced from the GLA Planning Datahub, council planning portals, Land Registry, or other public sources
• Changes in planning policy, CIL rates, or market conditions after the date of publication

You should always take independent professional advice before making planning or investment decisions. Our content is one input among many, and should complement a qualified planning consultant’s assessment of your specific site and proposal.

All content published on this site is provided free of charge, and to the maximum extent permitted by law our total liability in connection with it is nil. This section governs the published content only. Liability in respect of funded or commissioned research is set by the written agreement for that engagement, as described in Section 2, and not by this section. In relation to any product purchased before 16 August 2026, our total liability shall not exceed the price you paid for that product.

Nothing in these terms excludes or limits liability for death or personal injury caused by negligence, for fraud or fraudulent misrepresentation, or for any other liability that cannot lawfully be excluded or limited.

5. Reporting a problem

If you spot an error in a figure, a dashboard or a research article, please tell us at abre@perfect-scale.co.uk. Corrections are made on the published record rather than quietly, and we will tell you what changed.

6. Data and Privacy

For full detail on what personal data we collect, on what lawful basis, how long we keep it, who we share it with, and your rights under UK GDPR, see our Privacy Notice. In summary: we collect the information you choose to send us through the contact form or by email, and we use it to reply to you; where we agree funded or commissioned research we also hold the contact and billing details needed to contract with and invoice the commissioning organisation. We do not sell personal data. Some elements of the underlying planning dataset are derived from public council records under the legitimate-interests basis, with a documented Legitimate Interests Assessment held on file.

7. Intellectual Property

All content, analysis, design, and methodology on this site are the intellectual property of Perfect Scale. Nothing in these terms transfers ownership of any intellectual property. Data drawn from public sources remains the property of its original publishers; our rights apply to the curation, classification, analysis, and presentation layered on top. Public sector information in the dataset is used under the Open Government Licence v3.0.

8. Changes to These Terms

We may update these terms from time to time. Changes will be posted on this page with an updated date. Your continued use of the site after any change constitutes acceptance of the updated terms. Where a funded or commissioned engagement is in progress, the written agreement for that engagement governs it and is not altered by a change to these terms.

9. Governing Law

These terms are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
