Terms of Use

These terms govern your use of the Perfect Scale website (www.perfect-scale.co.uk), and your purchase and use of our paid products. By accessing the site or purchasing any product, you agree to these terms.
1. Public Content (Borough Dashboards and Insights)
Pages under /boroughs/ and /insights/ are free to view. They show aggregated statistics on small site planning activity in each London borough, drawn from publicly available planning data. This content is provided on an as-is basis for general reference.
You may link to the dashboard pages, reference headline figures in your own work with attribution to Perfect Scale, and share them with colleagues and clients. You may not:
- Scrape, bulk-download, or systematically extract the underlying data
- Reproduce substantial portions of the content (charts, copy, or tables) in any publication, platform, or product
- Frame or embed the pages in a way that implies ownership or endorsement by a third party
- Use the content to build, train, or benchmark a competing product or service
The public dashboards are for general reference only. They are not planning advice, and figures change as the dataset is refreshed each quarter. For a read on a specific site or scheme, use a Site Assessment.
2. Paid Products and Delivery
We offer the following paid products:
- Site Assessment: a site-specific planning analysis for a nominated address, delivered as HTML and PDF within 48 hours of request.
- Personalised Screening Engine: a bespoke screen of London boroughs and postcode sectors against your criteria. Scope, deliverables, and timing are agreed in writing before work begins.
Paid products are delivered electronically. Where quarterly data updates are included, they are sent by email for the period stated at point of sale.
3. Licence to Use (Paid Products)
On purchase, we grant you a non-exclusive, non-transferable licence to use the deliverables and any underlying data for your company’s internal business purposes. This includes:
- Using figures and findings in your own appraisals, feasibility studies, and investment decisions
- Sharing the deliverables within your organisation
- Referencing findings in internal presentations and board papers
4. Restrictions (Paid Products)
You may not:
- Redistribute, resell, sublicense, or make the deliverables or data available to any third party, whether for commercial or non-commercial purposes
- Publish the deliverables or substantial portions of the data on any website, platform, or public forum
- Use the deliverables to create a competing product or service
The licence is per company. If you are purchasing on behalf of a company, the licence covers that company and its employees. Separate purchases are required for separate legal entities.
5. Data Sources and Accuracy
Both the free dashboards and paid products are built from publicly available planning and market data, including the Greater London Authority (GLA) Planning Datahub, London borough planning portals, HM Land Registry price-paid data, and other public sources. We code, clean, and classify this data using our own pipeline, which introduces the possibility of occasional errors.
Figures on this site are point-in-time snapshots. Planning decisions continue to be registered and determined after publication, and classifications may be revised in subsequent refreshes.
6. Limitation of Liability
Our content and products are analytical tools. They are provided for informational purposes only and do not constitute planning advice, legal advice, financial advice, or a guarantee of any planning or commercial outcome.
We accept no liability for:
- Any planning decision, whether approval, refusal, or any conditions attached
- Any financial loss arising from reliance on any content on this site or any paid product, including land acquisition decisions, scheme design, bidding, or planning application outcomes
- The accuracy of underlying data sourced from the GLA Planning Datahub, council planning portals, Land Registry, or other public sources
- Changes in planning policy, CIL rates, or market conditions after the date of publication
You should always take independent professional advice before making planning or investment decisions. Our content is one input among many, and should complement a qualified planning consultant’s assessment of your specific site and proposal.
To the maximum extent permitted by law, our total liability in connection with any paid product shall not exceed the price you paid for that product. For free content, our total liability is nil.
7. Refund Policy
All paid products are digital goods delivered electronically. No refunds are available once a deliverable has been sent or access has been granted.
If you experience a technical issue preventing you from accessing a purchased product, contact us at abre@perfect-scale.co.uk and we will resolve the issue promptly.
8. Data and Privacy
We collect only the information necessary to process your purchase and deliver your products: your name, email address, company name, and payment details (processed securely by Stripe). We do not sell or share your personal data with third parties.
9. Intellectual Property
All content, analysis, design, and methodology on this site and in our paid products are the intellectual property of Perfect Scale. The licence granted in Section 3 does not transfer ownership of any intellectual property. Data drawn from public sources remains the property of its original publishers; our rights apply to the curation, classification, analysis, and presentation layered on top.
10. Changes to These Terms
We may update these terms from time to time. Changes will be posted on this page with an updated date. Your continued use of the site or our products after any change constitutes acceptance of the updated terms.
11. Governing Law
These terms are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
